Securing N 40 Requires an Economic Security Doctrine

Pak Iran Post, N 40 should no longer be treated as merely a road requiring periodic policing whenever violence interrupts traffic. It is a strategic economic artery linking Quetta with the Iranian frontier at Taftan, carrying passenger movement, commercial consignments, fuel related traffic and the daily economic interactions that sustain communities along one of Pakistan’s most sensitive borderlands. Its security therefore belongs simultaneously to the domains of internal security, border management, trade facilitation, fiscal governance and national economic resilience. Recent attacks have exposed precisely this convergence. In June, armed men reportedly intercepted seven LPG bowsers on the N 40 in Nushki and torched six of them, while in July five oil tankers returning towards Taftan were intercepted and burned in Chagai. A monitoring assessment also recorded 16 separatist related incidents around the N 40 during June, with incidents reported in Mastung, Noshki and Dalbandin.
The strategic question is consequently not whether the state can place more personnel beside the highway. It is whether Pakistan can make the route economically functional despite a persistent threat environment. That requires a different conception of infrastructure protection. A road is economically secure when vehicles can move predictably, communications remain available, emergency assistance reaches an incident rapidly, insurers can price risk rationally, traders can calculate delivery times and government agencies can disclose disruptions without creating either panic or informational opacity. By that standard, physical security is necessary but insufficient. A highway may remain technically open while becoming commercially unusable.
N 40 is particularly exposed because its geography creates an unusually difficult security equation. Long stretches traverse sparsely populated terrain, reducing the density of civilian observation and increasing response distances. The route also intersects districts where insurgent violence has demonstrated an ability to exploit mobility, isolation and predictable traffic patterns. An attacker does not need to hold territory to impose an economic cost. A temporary roadblock, an ambush, vehicle arson or the credible threat of an attack can compel transporters to delay departures, travel in costly groups, seek armed escorts or abandon particular schedules. The July attack on five returning oil tankers illustrates the point. The vehicles were reportedly empty and heading towards Taftan to collect Iranian oil, yet their destruction still represented an attack on the logistics architecture connecting Pakistan’s frontier trade ecosystem with inland markets.
This distinction matters for policy because the economic damage of insecurity extends well beyond the value of destroyed vehicles. A transporter calculates risk through expected loss. If a route becomes associated with interception, the cost is incorporated into freight rates, insurance premiums, security arrangements, vehicle utilisation and inventory buffers. A truck that should complete a round trip within a predictable cycle may spend additional hours or days waiting for clearance or travelling within an escorted convoy. That reduces asset productivity. A higher risk premium is then transferred to importers, wholesalers and consumers. Where margins are already narrow, legitimate operators can become commercially uncompetitive against informal networks capable of evading taxes, documentation and formal insurance.
The resulting distortion is particularly consequential along the Pakistan Iran border. Formal bilateral trade requires predictable movement. Border markets require predictable movement. Customs revenue requires predictable movement. Even the state’s objective of bringing informal petroleum commerce into regulated channels depends upon a road environment in which registered transporters believe that compliance does not expose them to disproportionate operational risk. Security and formalisation therefore cannot be designed as separate bureaucratic programmes. They are mutually reinforcing components of the same economic architecture.
The present model appears too dependent on reactive deployments. The government’s July announcement of a convoy system for highways, including movement from Taftan towards Quetta, reflects recognition of the deteriorating operating environment and the concerns expressed by transporters and the business community. Convoys can be useful under acute threat conditions, but permanent dependence on them would amount to institutionalising insecurity. If every commercial movement requires synchronisation with security forces, the state effectively converts an ordinary highway into a controlled logistical channel. That may protect individual consignments while weakening the commercial viability of the corridor.
A more sophisticated architecture should divide the N 40 into security management zones based on threat, traffic density, response time and economic significance rather than administrative boundaries alone. Each zone should have a designated security commander, an operational control room, an emergency response unit, a communications protocol and a published incident escalation procedure. Intelligence should determine where protection is concentrated. Static deployment should not become a substitute for intelligence fusion. Security agencies should integrate information from police, Counter Terrorism Department formations, Frontier Corps, district administration, customs, transport associations and telecommunications operators into a common operational picture.
The purpose would not be indiscriminate surveillance of travellers. It would be the identification of abnormal patterns. Repeated reconnaissance near freight holding areas, unusual vehicle movements, attempted extortion, suspicious road obstructions, communications blackouts, attacks on particular categories of cargo and unexplained changes in traffic behaviour should generate risk indicators. The analytical objective should be anticipatory disruption rather than post incident retaliation. Intelligence led policing becomes meaningful only when information is converted into operational decisions before an attack occurs.
The N 40 also requires a dedicated rapid incident response doctrine. At present, the decisive weakness in a remote corridor is often not the absence of security personnel somewhere in the district but the time between an incident occurring and effective assistance arriving. A commercial vehicle can be immobilised within minutes. An attacker can torch a tanker, damage communications equipment and disappear before conventional reinforcements reach the location. The June attack in which six LPG bowsers were destroyed illustrates the economic consequences of this response gap. Officials said the convoy had not informed authorities of its movement or requested security arrangements, suggesting a communication failure between commercial operators and the security apparatus as well as a tactical failure at the scene.
The answer should be a digital movement notification system for designated high risk freight. It should not become a cumbersome permission regime. A transporter should be able to register a journey electronically, identify the vehicle, cargo category, driver, planned route and departure window, and receive a risk classification. Higher risk consignments could trigger an escort recommendation or controlled departure window. Lower risk traffic should move normally. Such a system would allow authorities to know what is on the road without forcing every vehicle into a convoy.
Telecommunications require equal attention. In a corridor where response depends upon rapid notification, unreliable cellular coverage is itself a security vulnerability. The authorities should conduct a communications audit along the entire N 40, identify dead zones and require redundant communications arrangements for emergency services. Security posts, police patrols, transport control rooms and designated emergency facilities should have interoperable communication capability. Commercial operators carrying hazardous or high value cargo should be encouraged, and where appropriate required, to maintain a secondary communication mechanism capable of transmitting an emergency alert when conventional mobile connectivity fails.
Emergency response should be designed around measurable service standards. The state should establish target response times for different threat zones and publish aggregate performance data. A highway user should not have to know which agency controls a particular stretch before requesting assistance. One emergency number and one incident coordination protocol should activate police, medical assistance, fire services and security reinforcement according to the nature of the event. The N 40 cannot be regarded as secure if a vehicle involved in a crash involving LPG, fuel or other hazardous material remains unattended for extended periods.
This is also an insurance problem. Commercial insurers cannot price N 40 exposure properly when incident data are fragmented, security conditions fluctuate without transparent reporting and claims histories are not systematically consolidated. The result is either inflated premiums or reluctance to insure particular categories of movement. Government can improve this market by creating a standardised security risk database containing verified incidents, location, time, cargo category, road closure duration and response performance. Sensitive operational details need not be disclosed. The objective would be to provide insurers and logistics firms with credible statistical information rather than anecdotal perceptions.
A public private risk sharing mechanism could then be considered for strategically important cargo. Government should not automatically subsidise commercial losses. But where an officially designated strategic corridor faces extraordinary security risk, a limited risk sharing facility could support commercially viable insurance products during a defined stabilisation period. Participation should be conditional upon compliance with journey registration, vehicle standards, driver verification, emergency procedures and lawful cargo documentation. This would align fiscal support with better security behaviour.
Transparent reporting is equally important. Information vacuums are economically corrosive. When official agencies remain silent after an attack, transporters often rely on rumours, social media messages or informal networks to determine whether the highway is safe. The consequence can be disproportionate self imposed shutdowns. A single attack may therefore produce a wider economic paralysis than the physical damage warrants. A central N 40 traffic and security dashboard should report whether particular segments are open, restricted or temporarily closed, estimated reopening times, authorised alternative routes and emergency contact arrangements. Operational security must remain protected, but basic commercial continuity information should not be classified by default.
The state should also distinguish between temporary tactical closure and strategic corridor failure. A road may be closed for several hours following an incident without becoming economically dysfunctional. The more serious problem emerges when closures become unpredictable, repeated and inadequately communicated. That is when firms begin redesigning their supply chains around the assumption that the corridor cannot be trusted. Once that happens, restoring traffic does not automatically restore confidence. Commercial networks develop alternative routes, alternative suppliers and alternative border arrangements, and some of that traffic may never return.
For Pakistan Iran relations, this has implications beyond Balochistan. Islamabad has repeatedly sought to expand legitimate border trade while containing illicit commerce and security threats. Those objectives require a border management system in which legitimate movement is demonstrably safer and more predictable than clandestine movement. If formal operators face insecurity, delays and administrative uncertainty while informal networks possess local knowledge and flexible routes, enforcement alone will not produce formalisation. It may instead increase the premium attached to evasion.
The security establishment therefore has an interest in economic functionality that extends beyond protecting infrastructure as a physical asset. A commercially productive N 40 generates lawful movement, documentation, customs visibility and institutional presence. A commercially abandoned N 40 creates space for informal networks, coercive intermediaries and illicit logistics. Infrastructure security consequently becomes a form of economic counterinsurgency, not because commerce substitutes for security operations, but because functioning commerce strengthens the state’s informational and regulatory presence.
That logic should shape the allocation of forces. Permanent personnel intensive protection along every kilometre would be expensive and strategically inefficient. The preferred model should combine intelligence fusion, mobile patrols, protected commercial movement windows, surveillance at identified risk nodes, rapid response detachments and selective fixed security infrastructure. Technology should support rather than replace human intelligence. Camera systems, automated number plate recognition where technically feasible, satellite based monitoring and geofenced alerts can enhance situational awareness, but none should be treated as a substitute for local intelligence networks and disciplined investigative capacity.
The government should also establish a formal N 40 Economic Security Cell with representation from Balochistan’s Home Department, police, security agencies, National Highways and Motorway Police, customs, transport authorities, telecommunications operators, emergency services and the private logistics sector. Its mandate should be narrowly operational. It should maintain a live risk map, review incidents, measure response times, identify commercial losses, coordinate continuity measures and recommend changes in security posture. Its performance should be evaluated through indicators rather than meetings: average incident response time, hours of disruption per month, number of freight movements completed without incident, insurance claims, convoy dependence, emergency call response and verified cargo movement.
The political temptation will be to announce another security operation whenever an attack occurs. That may be necessary tactically, but it is insufficient strategically. A highway cannot be secured permanently through episodic reaction. Nor can commercial confidence be restored through statements that the perpetrators will be pursued. Investors, insurers and transporters respond to systems, not assurances.
The more consequential test is whether N 40 can become boring again. Economically, that is the highest form of success. Trucks should depart without requiring extraordinary coordination. Traders should know when consignments will arrive. Drivers should have functioning communications. Emergency services should know where a vehicle is. Security agencies should possess enough intelligence to intervene before predictable vulnerabilities are exploited. Insurers should be able to quantify risk. Customs should be able to observe legitimate traffic. Government should be capable of reporting disruptions without compromising operational security.
Pakistan cannot afford to conceptualise N 40 as a peripheral road simply because much of it passes through sparsely populated terrain. Its strategic value derives precisely from what it connects: the provincial capital, the western border, commercial networks and the wider Pakistan Iran economic relationship. Its vulnerability therefore has consequences for national economic security.
The appropriate policy objective is not zero incidents, an unrealistic benchmark in a contested security environment. It is resilience: the capacity to detect threats early, protect movement selectively, respond rapidly, restore traffic quickly and prevent an isolated security event from becoming a systemic commercial disruption. If that doctrine is institutionalised, N 40 can remain economically functional even under persistent violence. If it is not, every burned tanker, blocked carriageway and delayed convoy will carry a cost considerably larger than the damaged vehicle itself. The strategic failure would not merely be an insecure road. It would be the gradual conversion of a vital Pakistan Iran economic connection into a corridor whose commercial reliability can no longer be assumed.
